Starting as a Microsoft Certified Systems Engineer and transitioning into a seasoned Program Management Professional, Paul served as the Vice President of Military Health Programs for Maximus Federal. He then became the Chief Operating Officer and managing partner of Defense Health Agency programs at Spinvi Consulting, overseeing the deployment of the Department of Defense's Armed Forces Health Longitudinal Technology Application (AHLTA). Paul coauthored a groundbreaking concept paper for the Development and Testing Center in Richmond, VA, and led the successful, on-time, and under-budget delivery of the Base Realignment and Closure initiative from 2011 to 2013.
